What ecology? What development?

Temos assistido, há já algum tempo, um debate extremamente dicotômico: de um lado, a crença cega na ideia de que a humanidade pode continuar com o mesmo grau de avanço sobre a natureza similar ao levado a cabo pelos países do capitalismo central (isto é música aos ouvidos de determinados neodesenvolvimentistas brasileiros); de outro lado, a rejeição à qualquer perspectiva de desenvolvimento, sob o argumento do esgotamento ecológico do planeta - chega-se mesmo a aventar a tese do decrescimento. Trata-se de uma dicotomia, como é próprio das dicotomias, estéril. Ambas as posições tem um enviesamento de origem, na medida que partem de um pressuposto meramente quantitativo do desenvolvimento. A este respeito, num ensaio recente, Michel Lowy é lapidar ao afirmar que: "Some ecologists believe that the only alternative to productivism is to stop growth altogether, or to replace it by negative growth – what the French call décroissance – and drastically reduce the excessively high level of consumption of the population by cutting by half the expenditure of energy, by renounc­ing individual family houses, central heating, washing machines, etc. Since these and similar measures of draconian austerity risk being quite unpopular, some of the advocates of décroissance play with the idea of a sort of ‘ecological dictatorship’.18 Against such pessimistic views, socialist optimists believe that technical progress and the use of renewable sources of energy will permit an unlimited growth and abundance, so that each can receive ‘according to his needs’. It seems to me that both these schools share a purely quantitative conception of ‘growth’ – positive or negative – and of the development of productive forces. There is a third position, however, which seems to me more appropriate: a qualitative transformation of development". É exatamente isto: a uma terceira posição.
